Lawmakers: GOP's anti-EPA rider axed

Politico's Darren Goode:

An evolving deal to avoid a government shutdown would include a study of the economic effect of environmental regulations rather than Republican riders to block EPA rules on climate change and mountaintop mining, senior Senate Democrats and a key House Republican say.

That would be a major victory for Democrats and environmental groups who have been fighting to keep policy riders on a host of regulations out of any deal.

Goode cited Senators Dick Durbin, Barbara Boxer, and Kent Conrad on the Democratic side and Rep. Ed Whitfield of Kentucky on the GOP side, so this report isn't based solely on reports from one side of the negotiations.

This is just speculation, but my bet is the fact that they have apparently resolved the EPA issue?and have been willing to admit to doing so publicly?suggests that there is still a good chance a shutdown can be averted. For that to happen, however, Republicans will need to climb off the ledge on Planned Parenthood defunding.
